Security agencies on high alert for xenophobia

2010/07/09

SECURITY agencies are on high alert to ensure xenophobic violence is quelled as quickly as possible, Police Minister Nathi Mthetwa said today (July Cool.

“Our security agencies are prepared to effectively deal with violence against anyone, including foreign nationals,” Mthetwa said at a press conference in Pretoria on xenophobic violence.

“We continue to monitor all and any threats. Should anything be found to be credible, measures will be implemented immediately to prevent any outbreak of violence.”

Mthetwa said an investigation had found the scores of foreigners leaving Cape Town in the past few days were not going out of fear of xenophobic violence, but because they were seasonal workers.

“The people who planted this in the media did no investigation whatsoever,” he said.

“We will resist this hysteria. We investigated this issue and the first thing we got is we are dealing with seasonal workers.”

Deputy Home Affairs Minister Malusi Gigaba said his department was taking the rumours of xenophobic violence seriously.

“These rumours run the risk of eroding the victory we scored with the World Cup,” he said. “We will not allow that.”

He said South Africa’s ports of entry were extremely busy with foreigners leaving.

He said most of the people leaving were from Lesotho and Southern African Development Community countries, but that this had nothing to do with xenophobic violence.

“There are no reports of people leaving out of fear for xenophobic violence,” he said.

State Security Minister Siyabonga Cwele said a small group of instigators were fuelling the rumours of xenophobic violence.

“Those who are planning on breaking our law, will be dealt with by the law enforcement agencies.” – Sapa

PosOnderwerp: 'We condemn against this alarmist phobia'   Fri Jul 09, 2010 9:23 pm

9 July 2010, 17:40
High-ranking politicans had become "peddlers of fear" over xenophobia, Police Minister Nathi Mthethwa said on Friday.

"We condemn and caution against this alarmist phobia by those who fuel these rumours," he said in what his ministry distributed as the text of a speech at a xenophobia summit in Khayelitsha.

"These are the people who prior to the 2010 Fifa World Cup embarked on the infamous smear campaign, saying there will be bloodbath in this country and that crime is spiralling out of control," he said.

"It becomes such a pity when those who claim to be leaders are supposed to discharge leadership and guidance to project a common cause, end up being the peddlers of fear and anxiety."

The minister's comments were aimed at "leaders who hold high positions in government and in society", his ministry said.

On Thursday Mthethwa dismissed as "hysteria" reports that foreigners were fleeing the Western Cape in anticipation of a backlash again them after the tournament.

He said an investigation showed that the scores of foreigners leaving the city in the past few days were seasonal workers returning home.

Head of the Western Cape's local government department Hildegarde Fast told reporters on Friday morning that police had assessed the threat of xenophobic violence in the province as "low".

"In their view there is a low level of threat," said Fast.

She would not indicate whether there had been a relative rise or decrease in the level of the risk in recent weeks as South Africa hosted the world's biggest sporting event.

Fast said Western Cape authorities had a reliable monitoring system and passed reports of any risk of community conflict to the police to investigate.

Mediators were also sent in to defuse tension, which generally arose from a battle for scarce resources.

"We are responding to the fact that there are increased reports. The province feels the main focus is on preventing anything from happening," she said.

"If one feels the level of threat is rising in a particular community, the police are committed to immediately deploying extra resources to have quite a visible presence."

The head of disaster management in Cape Town, Greg Pillay, said the city could not afford a repeat of the 2008 outbreak of xenophobia that made headlines around the world.

The crisis claimed 70 lives countrywide and cost Cape Town authorities some R200 million of which most was spent on providing shelter for foreigners.

"We learnt many lessons from 2008 and the emphasis definitely is really on pro-active actions; what can we do to reduce the risk.... From the city's side, we also have an early warning system," he said.

Fast said every disaster management district in the province had identified places of safety where foreigners under threat could be accommodated.

"That is the absolute fall-back position."

Rumours of a post world cup outbreak of xenophobia have persisted since late May when a group of eminent global leaders called the "Elders" warned foreigners might be targeted after the event as jobs start becoming scarcer.

Former Ireland president Mary Robinson, a member of the group, said at the time: "We are more worried after the world cup, the possibilities of xenophobia... construction jobs fall away and people, especially from Zimbabwe, will be looking for jobs."

But Fast said authorities saw no special reason why the risk of xenophobia would be greater after the tournament, and could not pinpoint the cause of rumours of imminent attacks.

"I would just be speculating if I said why there would be more rumours now than before the world cup," she told reporters. - Sapa

Shop looting raises fears of xenophobic attacks

DESPITE assurances by government officials that everything was being done to avert tragic xenophobic attacks similar to those of two years ago, nervous foreigners continue to leave.

In Cape Town yesterday, hundreds of Zimbabweans made their way to the Paarl tunnel on the N1 highway, about 80km outside of Cape Town.

They have been leaving since Monday.

When Sowetan arrived about 40 Zimbabweans had managed to get a ride on an empty bus, which had just dropped off World Cup fans in Cape Town.

The driver of the bus, headed for Durban, said he would drop the Zimbabweans off in Bloemfontein, where they would look for transport to Johannesburg.

In Gugulethu more than 10 Somali shopkeepers have fled the area. Their shops have already been vandalised, Mncedisi Twalo of the Western Cape Anti-Eviction Campaign said.

“We are expecting the government to communicate with the community instead of using the rumours as a scapegoat. When elections come it is the only time we become important,” Twalo said.

In Alexandra, Johannesburg, a police source said they would begin intense round the clock patrols from next week.

“The problem seems to be at the RDP houses section, where locals are complaining that foreigners have houses, while they are on a long waiting list. We foresee problems there.

“We will be patrolling those areas and the rest of Alexandra to make sure that no xenophobic attacks erupt like they did in 2008,” the police official told Sowetan.

At a new RDP section people were seen moving into the new houses allocated to them.

Residents of the Ramaphosa informal settlement in Ekurhuleni confirmed that soldiers had patrolled the area on Wednesday.

Reiger Park police station communication officer Toni Perifort said the patrols by the soldiers were meant to send a message that law enforcement agencies were on high alert and to encourage residents to abide by he law.

PosOnderwerp: Security agencies on the alert    Fri Jul 09, 2010 10:38 pm

Sipho Masombuka and Sapa
9 July 2010

Minister of Police Nathi Mthethwa says security agencies are on high alert to ensure that threats of violence against any individual are effectively crushed.

Speaking in Pretoria yesterday, Mthethwa said the threats were being monitored and necessary measures would be implemented.

He said there had been a proliferation of businesses owned by foreign nationals in the townships and informal settlements across all provinces.

“Furthermore, there is a sharp increase in anti-foreigner sentiment spreading from metropolitan cities and surrounding townships to smaller towns and rural areas across South Africa.”

Mthethwa said tensions between locals and foreigners who own businesses had spawned an ugly element of “criminal involvement, exploitation and manipulation”.

Deputy Minister of Home Affairs Malusi Gigaba discredited reports that scores of foreigners who were leaving the country were doing so in fear of xenophobic attacks after the World Cup.

He said those leaving had been here to watch the World Cup.

State Security Minister Siyabonga Cwele added that there were instigators who were fuelling the rumours. “We are aware of this and we have information to this extent. We emphasise prevention other than reacting. We believe that South Africans would not engage in such acts.”

Mthethwa, Gigaba and Cwele were addressing a meeting of an inter-ministerial committee which was set-up last month in response to the rumours of impending attacks.

...AND WHILE MATOTTOWA AND THE POLITICAL ANC SLICK OPERATORS ARE TRYING TO USE THE "POWER OF FLAT DENIAL " CONCERNING THE XENO-SHOWDOWN...THE RUMBLE IN THE SQUATTER JUNGLE KEEPS ROLLING-ON AND ON AND ON.....

While police and senior politicians have dismissed rumours that xenophobia is brewing in several Cape communities, those on the ground believe there is a very real threat of attacks.

In Masiphumelele, an informal settlement near Cape Town's Noordhoek, a time and date has even been set - at 3am on July 12, after the World Cup final. John Thomas, a local pastor, said it had gone "way beyond rumours - the threats are very real".

In 2008, thousands of foreigners fled Masiphumelele in the wake of attacks, but Thomas said that this time, people wouldn't run so easily.

"We may end up with counter-violence, and I think there could be casualties on both sides."

On Thursday night, about 400 residents gathered in the Masiphumelele community hall and demanded to meet local white employers to tell them not to employ foreigners for low wages.

The majority also said they wanted all foreigners out of Masiphumelele.

Lutz van Dijk, director of Hokisa, a home for children with HIV and Aids in Masiphumelele, said: "A majority of the young people made their point clear: they want all foreigners out of Masi. Most of the older ones, and even those who spoke out against xenophobia, were united in their anger against 'white employers' who give the few jobs to 'the Zimbabweans and Malawians' for bad wages."

They demanded a meeting with the "white employers" from Fish Hoek.

Ward councillor Felicity Purchase said locals wanted "illegal foreigners in the country" to be locked up or deported. They wanted representatives from the national government to tell them why the foreigners were being permitted to take jobs they felt belonged to them.

About 20 percent of Masiphumelele's estimated 35 000 to 40 000 population is estimated to be foreign.

Foreigner shot dead, 2 wounded
2010-07-10 17:14

Johannesburg - A foreign national was shot dead and two others were wounded in a shooting incident on Saturday in Khayelitsha near Cape Town, Western Cape police said.

However, Captain Frederick van Wyk said the incident was not a xenophobic attack.

He said the foreigners, who are all shop owners, were on their way from Khayelitsha to buy stock at Philippi Cash and Carry when they were hijacked by three men at a traffic light.

The three suspects drove the bakkie to Sweethome Farms and robbed them of an undisclosed amount of money before shooting them.

One of them was killed instantly. The other two were taken to hospital.

Van Wyk said police were investigating a case of murder, attempted murder and hijacking.

"This is regarded as a crime incident and cannot be attributed to violence at a certain foreign national," he said.

Vrees laat uittog na Zim voortduur
2010-07-10 08:13

Cobus Coetzee en Gloria Edwards

Volksblad

Me.

Musina.

Sowat ’n jaar voordat oudpres.

Uitgeweke Zimbabwiërs is – so sien die Mugabe/Tsvangirai-bewind dit – in Zimbabwe se belang in Suid-Afrika.

Police say shooting was not a xenophobic attack
Themba Boyi | 9 Minutes Ago

Police on Saturday said the latest incident involving three foreign nationals who were shot in Nyanga was not a xenophobic attack.

One Somali man was shot and killed and two others seriously wounded after they were hijacked.

Police said the trio was en route to Phillipi, when three gunmen cornered them at an intersection. The suspects then forced the Somalis to drive to another spot, before opening fire.

The police’s Frederick van Wyk said authorities do not believe this may have been a hate crime.

“Police are investigating a case of murder, attempted murder and hijacking. This is regarded as a crime incident and cannot be attributed as violence against certain foreign nationals,” said van Wyk.

Somaliërs gekaap: 1 sterf en 2 gewond in skietery
2010-07-10 23:34

Jooste-hospitaal in Manenberg geneem.

Teen druktyd was hulle in ’n kritieke toestand.

Al drie is winkeleienaars.

2010-07-10 23:34

“Oral waar jy kyk, werk daar buitelanders.

By ’n vulstasie langs die N1-snelweg buite Kaapstad sit me. Angeline Kadungurie met haar tweejarige seuntjie, Praise, by hul karige besittings.

“Ek moes vir my lewe vlug,” sê Chipara.

Mnr.

Three men shot a 20-year-old woman in the chest, wounding her, after apparently killing two men in Sun City Village near KwaMhlanga, Mpumalanga police said on Sunday.

Sergeant Nonhlanhla Kgosana said the gunmen accosted the woman as she entered her yard at 7pm on Saturday.

They held her up and demanded cash. When they did not find any, they shot her three times in the chest and fled.

Kgosana said neighbours called the police. The woman was in a critical condition in the Witbank Hospital.

The bodies of two unidentified men, in their early 20s, were found in an open field in the village earlier on Saturday.

"The bodies were lying just a stone's throw away from each other. They were also very close to the home of the shot woman.

"Each body had a bullet wound on the chest and both men were apparently robbed before they were murdered, said Kgosana, adding that it was not yet clear when the men were killed.

Police suspected that the motive for all three attacks was robbery and that all were committed by the same people. - Sapa

Continues Below ↓

BEANGSTE ZIMBABWIERS OP INTERNET PROBEER GEWELD NA BLANKES SKUIF

Friday, 09 July 2010 12:22

‘n Pamflet wat deur Blackwash, die Swart rassistiese Pan-Africagroep versprei word en 8 Julie op hul Facebookblad verskyn het met die opskrif: WE ARE FIGHTING THE RIGHT WAR WITH THE WRONG PEOPLE AT THE RIGHT TIME!! het dié spulletjie se deksel gelig.

Húlle land is glo gesteel, húlle (né!) ekonomie is vernietig.

We are angry!. We are sick and tired of being sick and tired! We have every reason to be at war!”

“NO! The enemy is the White settler elite that that continue to enjoy the fruit of theft and murder. We want our land, our diamonds, gold and stolen labour. We want what is ours, we will not kill our brothers for menial jobs which pay starvation wages or for selling tomatoes and potatoes. Our country is rich but the ANC has given it to the settlers and some of its leaders in BEE deals to loot! Let us direct our anger at the real enemies. We don’t want crumbs anymore.

“The ANC has kept us Blacks poor, whilst it enriches a few (dít het hulle darem reg, dat dit net ‘n paar Swart elite is wat hulself verryk het) and protects the wealth stolen from us by colonialism and apartheid. The solution is not to chase and kill our Black brothers and sisters. (Bangbroeke!)

"We know there is enough money for all of us in this country (dis waar julle die fout maak, julle “Black brothers” het dit klaar teen die mure uitgestrooi). We want the promised better life for all now! Sixteen years of lies is enough! Do not join any attacks against our brothers and sisters from the African continent. Hold meetings to discuss a way forward in getting the promised better life for all. Now is the time to get what belangs to us from the government! Let them not make us kill each other. Africa is one! PAMBERE NE CHIMURENGA! PAMBERE NE HONDO! AMANDLA!”

A group calling themselves "blackwash" wants the anger directed at the foreign nationals in South Africa to be redirected to the "settlers". The group is spreading the "Anti-Afrophobia" pamplets in townships and they have been doing so since July the 9th 2010.

There are rumours and more than just rumours to show that xenophobia will start after the 2010 World Cup. This group wants that directed at white people according to their pamplets.

Part of the pamphlet reads "We want what is ours, we will not kill our brothers for menial jobs which pay starvation wages or for selling tamatoes and potatoes. our country is rich but the ANC has given it to the settlers and some of its leaders in BEE deals to loot."

Who exactly is the settlers? Well as they say "The white elite settlers".

Somali men shot in hijacking
11 July 2010, 10:07
Three Somali men hijacked on their way to buy stock for their shop in Khayelitsha early on Saturday were taken to a remote area in Philippi and shot at point-blank range.

Mohamed Omar Shadoor, 26, died instantly from a shot to the head, while Mohamed Hassanali is in a critical condition at Groote Schuur after being shot in the mouth.

The third man, Abdul Khabir Sufi, is stable after being hit in the arm and leg. He was discharged from GF Jooste hospital in Manenberg late yesterday. Shadoor was married with a child and had been in Cape Town for three years.

Police deny it was a xenophobic attack. Spokesman Captain Frederick van Wyk said they were investigating a case of murder, attempted murder and hijacking.

But Mahad Omar Abdi, spokesman for the Somali Crisis Group, said while he agreed it was a crime rather than a xenophobic attack, there was a perception that "if you kill a Somali you can get away with it".

"We have yet to see anyone being successfully prosecuted."

Abdi, who spoke to Sufi in hospital yesterday, said the men, all in their 20s and related to each other, had been accosted by four armed men at a traffic light

"They were forced into the back of the bakkie. Two of the robbers guarded them at the back, while the other two got into the front."

The robbers drove the bakkie into a "rough" vlei area called Sweet Home farm, off Vanguard Drive.

Sufi told Abdi that when the bakkie stopped, the two men guarding them in the back left with their cellphones and about R4 500 in cash.

"He said the driver was the shooter. He didn't say a word, but just came round to where they were sitting and shot all three of them.

Abdi said Sufi survived because Shadoor fell across him.

Other incidents in Khayelitsha:

On Friday, thugs looted a Somali-owned shop while Police Minister Nathi Mthethwa was addressing the community just a few hundred metres away.

On Tuesday a Zimbabwean, Reason Wandi, was thrown off a moving train by an angry group, who called him a "makwerekwere", a derogatory term for foreigners.

Foreigners in several communities have spoken out about being threatened with death after the end of the World Cup, which finishes tonight.

Daar was nommer plate van so ver as Limpopo asook ander provinsies opgemerk in meerderheid.

Research News: Xenophobia in South Africa
"Determinants of Xenophobia among South African Students in the Self-Declared Rainbow Nation" (Jens Blank and Stefan Buchholz)

Since the replacement of the apartheid regime by a democratic government in South Africa, the dominant economic power on the continent has become an attractive destination for millions of (un)documented migrants from the continent. The downfall of neighbouring Zimbabwe especially increased (un)documented migration to South Africa. Estimations about the number of migrants in South Africa vary from 800.000 to an unrealistically high number of 9.000.000. This range of estimated migration numbers creates massive uncertainty within the South African society about the extent of migration.

Impressions: South Africa the "Self-Declared Rainbow Nation"

Degree of xenophobia
Xenophobia is not a phenomenon that is limited to western countries. Attitude studies and countless assaults against foreign Africans show that a climate of xenophobia has been penetrating the South African society since the end of the Apartheid. Instead of interfering, many South African politicians as well as the media rather intensify the atmosphere of xenophobia. They quote unrealistically high migration numbers and it is also common to use metaphors like "floods" and "waves" to describe the extent of migration. Foreign Africans are also used as scapegoats for the problems of the South African society. Thus African migrants are often generally associated with criminal activities, and not infrequently politicians underline that migrants are a drain on scarce public resources.

Xenophobia is an economic cost factor
Xenophobia is often seen as a rather unimportant topic on the political agenda which is related to human rights questions. This assumption neglects the fact that xenophobia also generates economic costs for a society. South Africa needs to attract qualified labour as it is suffering from a shortage of highly skilled labour. Furthermore, studies show that foreign African entrepreneurs provide new jobs by establishing businesses or increasing the aggregate demand as a result of cross-border trading. High levels of xenophobia in the South African society might prevent skilled African migrants from working or doing business in South Africa. Also the pogrom-like rampages against African migrants might tarnish the international reputation of South Africa especially with regard to the forth-coming world cup event of 2010.

Theoretical background
In contrast to the degree of xenophobia in the country there is a deficit of South African xenophobia research and, in particular, empirical cause analyses are virtually non-existent. There is hardly a study that refers to sociological or social-psychological prejudice theories to explain xenophobia. Most of the publications available are without any theoretical foundation and if they use quantitative methods, they restrict themselves to univariate, or at the very most to bi-variate statistical analyses.

The main objective of this article is to determine to what extent sociological and social-psychological theories of prejudice can be applied to explain xenophobia within the South African society. The following prejudice theories were incorporated in a heuristic xenophobia model:

The concept of relative deprivation:

The main assumption of the concept of relative deprivation is that people can feel deprived of goods, power or prestige in comparison with a reference group. It is important to point out that the absolute (factual) level of deprivation is nonrelevant compared to the relative (imagined) deprivation. According to the theory feelings of relative deprivation will lead to frustration, and this in turn leads to conflict or prejudice against outgroups. RUNCIMAN (1972) distinguishes between egoistical and fraternal deprivation. Egoistically deprived persons feel that they are disadvantaged relative to their ingroup. Fraternally deprived persons on the other hand feel that their ingroup is doing worse in relation to a reference group.

Realistic group conflict theory
According to the realistic group conflict theory (SHERIF 1966) prejudice is a consequence of real or perceived competition for the same resources (e.g. in SA housing, partners and jobs) between two groups. If group interests are incompatible inter-group competition and negative intergroup attitudes will inevitably be the result.

Contact hypothesis
The underlying premise of the contact hypothesis is that contact between groups will reduce prejudice. Vice versa, a lack of contact to an outgroup will result in increased prejudice against the outgroup. ALLPORT specified the conditions under which contact to a minority group reduces prejudice: 1. Equal status of the groups; 2. Common goals; 3. Mutual interdependence in reaching the goal; 4. Institutional support (e. g. laws); 5. Frequent contact (1954: 281).

Social identity theory
The assertion of the social identity theory (TAJFEL/TURNER 1979) is that people try to achieve a positive social identity to enhance their self-esteem. It is crucial to point out that a positive social identity can be achieved by comparing the ingroup with a relevant outgroup. This in turn will lead to a derogation of the outgroup or of outgroup members. An important aspect of the theory is the assumption that intergroup comparisons are related to the degree of someone's ingroup identification. The higher the importance of the ingroup for the members, the stronger the intergroup differentiation will be. Indeed various empirical studies confirm that patriotism as a measure of ingroup identification is a relevant predictor of xenophobic attitudes. MUMMENDEY et al. show that not all forms of patriotism inevitably lead to outgroup derogation. People can also gain a positive social identity for example by temporal comparisons (2001: 160). Concepts like "blind" and "constructive" patriotism seem to support these assumptions (Schatz et al: 1999).

Anomia
Anomia can be described as a state of perceived normlessness of a society which is due to rapid social change. Anomic persons tend to perceive their society as insecure as well as unreliable and therefore they evaluate the society in general as negative. Foreign Africans are salient examples for the negatively evaluated social change within the society. This results in an incorrect causal attribution. Due to their salience, foreigners are hold responsible for the negative outcomes of social change (in SA e.g. crime, AIDS, unemployment) (STOLZ 2000: 150 pp.).

Method:
Participants: In an explorative study a total of 411 South African students from Cape Town aged between 18 and 30 were interviewed in 2005. Indicator Items and statistical analysis: Different indicator items (4 point likert scaled) were used to measure the latent variables. Reliability and factor analysis were performed to concentrate the indicator items to the essential factors. Tab. 1 shows one example indicator item and reliability coefficient for each latent variable. Multiple regression analysis (OLS) was applied in order to test the theoretically derived heuristic model.

Results:
Fig. 1: Distribution of the prejudice scale
Figure 1 gives an overview of the distribution on the prejudice scale within the sample population. The histogram illustrates that the prejudice scores are distributed approximately normally. The mean value of the distribution is 12,65 (±5,64).

The prejudice scale was regressed on the predictor variables. The regression results for each predictor are displayed in Table 2 which also shows that all predictor variables explain 22% (p < .001) of the variance of attitudes towards foreign Africans. Tab. 2: Regression results
In consideration of the distinct variability of social systems and the rather homogeneous sample population, values of this dimension can be interpreted as acceptable.
Looking at each predictor separately the results - ordered by beta-weight strength - show that blind patriotism (beta=0.294), positive patriotism (beta=-0.172), contact to African foreigners (beta=-0.158) perception of competition (beta=0.142), and anomia (beta=0.117) are relevant predictors of xenophobic attitudes against foreign Africans among students from Cape Town. It should be noted that white students are significantly less xenophobic compared to the coloured reference group (beta=-0.146). In contrast, inconsequential predictors are direct competition, individual and fraternal deprivation. The additional added control variables "education of the parents" and "social class of the family" also failed to reach statistical significance.

Conclusion:
It could be shown that blind and positive patriotism lead to different outcomes on xenophobic attitudes. A patriotism which emphasizes citizenship and therefore values like
diversity and tolerance leads to more positive attitudes towards foreign Africans. This kind of patriotism is probably not interlinked with intergroup comparisons and outgroup derogation, but rather with before and after apartheid-time comparisons. By contrast, undifferentiated patriotism is associated with xenophobic attitudes against foreign Africans. Unfortunately, within the scope of empirical investigations, the question can not be resolved as to what extent the South African "identity-building process" after 1994 contributed to the formation of undifferentiated forms of patriotism.
The empirical findings for contact are consistent with the theoretical assumptions and many other empirical findings worldwide. Contact to outgroups reduces prejudice.
It is interesting to note that "perceived" competition is a relevant predictor of prejudice whereas direct "egoistical" competition is non relevant. This underlines the assumption that societal multipliers should rather avoid giving the impression that South Africans and foreigners compete for the same scarce resources.

Anomia is a weak but significant predictor of xenophobic attitudes against foreign Africans. Anomic respondents tend to be more xenophobic.

However, these results should be interpreted with caution, as the sample is obviously not representative for the whole of the South African population. More research needs to be undertaken to clarify the degree and determinants of xenophobic attitudes in South Africa. A recourse to European research findings and the adoption of recently developed concepts like group-based enmity would give further insight into the mechanisms that lead to xenophobic attitudes within the South African society. This would also make it possible to analyse inter-race relations within the South African society.

Business Day (Johannesburg)
South Africa: Rights Body to Meet on Xenophobia as Zimbabweans Flee

Luphert Chilwane

Johannesburg — THE South African Human Rights Commission (HRC) is planning a high-level meeting with an interministerial committee on xenophobia as an exodus of Zimbabweans was reported yesterday amid threats of violence against foreigners.

Zimbabwean nationals were reported to be leaving Cape Town in large numbers, begging lifts from passersby to Johannesburg so that they could catch connecting buses back to Zimbabwe. The exodus lent weight to speculation that xenophobic violence would flare up after the World Cup final this weekend.

"We have met with Police Minister Nathi Mthethwa, who is chairman of the Cabinet interministerial committee, on Monday to discuss these threats and we are planning an urgent high-level meeting with relevant departments on how they were effecting the commission's 2008 recommendations," said the commission's deputy chairman Pregs Govender last night.

Cape Town's disaster management said it was not planning to deal with the exodus. "Nothing to date has been reported to us so that we can take action," said Cape Town disaster management spokesman Wilfred Solomons-Johannes.

However, provincial commissioner Mzwandile Petros had reconvened the city's safety forum, and had requested civil society groups to help calm people's fears.

Ms Govender said the HRC had released a report in March calling for all relevant government departments to respond in writing as to how they would institute its recommendations. She hoped they would attend the meeting to "share concretely how they are planning to prevent such violence recurring and respond effectively to it".

Ms Govender said the HRC "last week sent a letter to the (parliamentary) speaker asking that the 2008 report be urgently addressed to ensure that its recommendations are implemented".

The HRC's chairman Lawrence Mushwana said last week the commission would form a task team to help xenophobia victims get access to legal support and that it would investigate complaints from victims, particularly about mistreatment from the police.

Meanwhile, the United Nations (UN) in SA said its systems were on standby, waiting for government instruction on the kind of assistance needed to help curb possible violence after the World Cup.

"It is difficult to say at this stage that the threats are genuine but our entire UN systems are waiting for the government's approach," said UN High Commissioner for Refugees spokeswoman Pumla Rulashe. "It is the primary role of the law enforcement agencies to protect everyone and if people feel that they are being threatened, we will expect them to step in. I just pray it (the 2008 violence) doesn't happen."

The Consortium for Refugees and Migrants in SA warned last month that foreigners living in SA would be targeted after the World Cup. Its advocacy officer Duncan Breen said the organisation was on alert. "People are taking these threats very seriously and we are once again calling on various government departments to play a role in preventing possible attacks."

After the xenophobic attacks in 2008 - in which at least 62 people were killed - the HRC and the government were blamed for their slow and fragmented response.

JOHANNESBURG – Scores of Zimbabwean, Malawian and other immigrants in South Africa are making they way out of local communities amid mounting fears of an outbreak of xenophobic violence as the FIFA World Cup draws to a close.

Rumours fuelled by locals have spread across Johannesburg and other South African cities that once the soccer show is finished next Sunday, foreigners especially black African immigrants will be attacked and driven out of the continent’s richest country in a repeat of the xenophobic violence that shocked the world two years ago.

The 2008 xenophobic attacks left at least 62 foreigners dead and thousands of others displaced, leaving foreign investors unsettled and South Africa’s image as one of the more tolerant counties in the world shattered.

The People Against Suffering, Suppression, Oppression and Poverty (Passop), an non-governmental organisation fighting to protect the rights of displaced people and immigrants, said foreigners were deserting their homes in townships and other low-income areas to look for alternative accommodation in more affluent suburbs where xenophobia is limited.

“People are borrowing money to move out of local communities. Some have resigned from their jobs and have returned to the countries of their origin. They say it is better to die in their own countries than to die here,” Passop chairman Braam Hanekom told journalists Tuesday.

The Passop boss said there was no evidence of a coordinated plan on the grounds to attack foreigners but added: “The rumours are everywhere. Threats are made on taxis, other public transport and places of trade.”?

Hanekom said Passop was rolling out an anti-xenophobia plan which included meeting local leaders to urge them to persuade community members not to attack foreigners. The group was also distributing pamphlets against xenophobia.

However, reports from Cape Town, where the latest outbreak of xenophobia occurred last year, said large numbers of immigrants were vacating their homes some for safer locations while others were returning to their home countries.

South Africa, which has the continent’s most prosperous economy, is home to millions of foreign nationals, many of them living illegally and seeking better opportunities from failed economies like northern neighbour Zimbabwe.

There no exact figures of how many Zimbabwean live in South Africa but estimates put the figure at anything above two million or above a sixth of Zimbabwe’s total population of 12 million people.

Locals often complain that the immigrants steal their jobs or lower working standards by readily accepting below market wages, while also overloading government social services. – ZimOnline.

COMMENTS FROM BLACK PEOPLE ON THE COMING XENOPHOBIA:

South Africans are lucky that we, by a miracle, managed to avoid a civil war. We were almost there and with our current political situation, we could still end up there.

It’s amazing how quickly we have forgotten our past. We were assisted by our brothers and sisters from foreign lands and they supported the end of Apartheid.

Think back to the genocide in Rwanda, the wars in DRC Congo and all over Africa. Imagine that was you or your loved ones suffering. Wars start quickly and South Africa is not immune, we could find ourselves in the same suffering.

These people have battled all kinds of odds to come here with a dream for a better life which is shared by all human beings, they eke out whatever living they can and they take whatever job they can get. We lazy South Africans then accuse them of taking jobs and whatever else.

The country is no longer South Africa. It is now Zimbabwe, Ethopia, Ghana, Nigeria etc. They must just go back to their countries without being hurt.

The situation is gonna get worse if nothing is done about the number of illegal immigrants in the country. It also sends a message to those who wanted to jump the borders to get into the country. The president must do something before more people die. There’s too much illegal immigrants in the country.

My appeal to South Africans is to let them go back to their countries, don’t hurt them in any way and don’t destroy their property.

They are also humans just like us and they have the same blood colour.

- Sylvester Montoeli

South Africans (the thugs) say that they are coming to get their jobs and are increasing the crime statistics of South Africa…….. Correct me if am wrong….. Why then are they looting and taking the hard-earned stuff of immigrants??? To me they are just lazy bastards that want things for free and not willing to work hard for it. They want a job to be given to them on their laps…..why can’t they go and get the jobs themselves… they can start by getting a qualification and then improving themselves maybe if they did immigrants would not stand a chance to be the preferred candidate when applying for jobs!!

How many years have passed since 1994? It’s not about apartheid anymore……. They have had enough time to transform themselves since then but they sit back and expect manna from heaven…. Life doesn’t happen like that you strive to achieve. Nothing is for mahara these days, you have to support yourself academically as well to get anywhere in life.

South Africans went into exile the times of apartheid and it’s these people’s countries that supported them and looked after their people in the time of struggle… now they are too good for their own shoes!!!!

I lived in SA for a good 7 years, went to high school there and I left because of people with mentalities like those that think if one is an immigrant… they are all in the same boat …they are all makhwerekwere!!

That attitude has to stop, South Africans…..

Racheal Phiri

Straight talk.

The problem is with Home Affairs because they allow foreigners to come in unlawfully in this country. If all the foreigners were allowed to come through the border gate I think it wanna be easier for the country to manage and control.

Crime is high because we close our eyes as if we don’t see the main cause. To show that we close our eyes, today I heard even the Deputy Minister of Home Affairs commenting about Pornography instead of Xenophobia in South Africa.

My input is: Let our Home Affairs try to come up with ways of dealing with the control of our borders and even liaise with Defence to make sure that our laws are being followed, especially in and out movement. They should even curb the corruption we are hearing about every day.

Because we don’t even know who commits crime in this country.

I believe each and every country has its own laws to be followed, but ours seems as if there is no laws, it is only a BANANA Country.

- Richard Machabi

Where are the community leaders in these places? Where were they when these attacks were planned? I suppose even now they are nowhere to be found, whereas their constituencies are in turmoil.

This situation was perpetuated by lack of progressive leadership in these places.

The so-called councillors did not pay attention to the needs of the people. They shifted the blame to foreigners for a lack of service delivery. If these foreigners were jumping queues on the housing lists, who was helping them?

This not to say our fellow Africans are saints but South Africa’s social ills are not to be blamed entirely on them. Most of them are poor, just like the majority of us. Many of them are hard working, honest people, we should embrace them and learn from them.

And please fellow South Africans, we must not celebrate when our fellow Africans are being victimised by criminal elements in our country.

These elements are moving to the next level, that one of tribalism. Soon South Africans are going to turn against each other, Xhosas will be told to go the Cape, Zulus to KZN, Pedis to Limpopo etc.

We want progressive leaders to talk to people on the ground to try and change their attitudes.

- Asanda Mdala

Our SA law must be blamed for this attack as we all know it easy to become a SA citizen, even the jobs here are easy to get without... work permits. The Department of Home Affairs together with the Department of Labour needs to employ people to start (inspection visits to stop companies employing foreigners).

Ndip’s Ozithobile (this is my personal opinion, and does not reflect the views of my employer)

According to my individual opinion... these monsters are lazy while others are diligent. You take them to school; they drop out coz they are too lazy to study. You give them a job that requires physical strength, they down tools and vanish. They are only good at vandalism, serial killing, raping, ATM bombing, shoplifting, looting, eish the list is endless. Meanwhile I also suspect poor governance of our country by leaders and others within the sphere of the government (like) in the Dept of Home Affairs...

Nevertheless, the hard core issue is to ensure that all of us South Africans should ensure that we distance ourselves from xenophobic onslaught.

If today we beat up and kill the foreigners, then tomorrow it is gonna be a Zulu versus Xhosa, Tsonga versus Mopedi, Venda versus uMswati to name just a few.

From Dr. Dre T Makhubela (shortened)

I feel sorry about what is happening to these people but the government must also understand our frustration. We are paying tax to feed these illegal people, they are selling (goods) on the street and they don’t pay tax. The government tried and fails to send this people back home safely, and they said it on national TV that immediately they drop them home they came back the same day. How do you think that will make them leave? We also have issues that needs attention in our country. Unemployment, everything is expensive, the petrol is up, these are the things that we must solve in our country. Let them go home to fight for their rights like us here.

If (our President) feels sorry for them he must organize immediate transport to take them home, not to build tents in the police station and still give them food for free....Unemployed South Africans have no food now in their homes but foreigners are getting free food and blankets at the police station. This is what makes people crazy. That is not the solution, just take them back to where they come from.

- Mapula, Alexandra

It’s really sad that we have to be so cruel as a nation.

We are only bringing a curse on our nation and God will judge us.

If we really were fed up with foreigners, why not find better means of chasing them rather than murdering? We are murderers, thieves, selfish, full of hatred and it now is a shame to call oneself Proudly South African.

The government on the other hand is taking its time in trying to put a stop to this. The army should be out there putting law and order in place.

May God give peace and comfort to those foreigners who’ve lost loved ones. I wonder if they will ever forgive a South African for the rest of their lives. We have made ourselves an enemy to every African in this continent.

- B. Phakathi

I also hate them as well - actually I’m afraid of them.

Let them go back to where they belong, SA is our country and we want to enjoy the benefit of our struggle alone.

However, I don’t think the solution is to kill them.

I should think the government needs to come up with the strategy of how to remove them ASAP.

Killing is murder and is a sin in front of God.

Please stop killing them, nevertheless let them go back.

- Nhlanhla Maseko

South Africa can’t afford to cater the whole of Africa. It is believed that we have 10 million illegal immigrants in our country, this is unacceptable and what about another 15 years to come, these people will out-number us. The worst part of it is that Home Affairs don’t have their profile: some might be ex-rebels, ex-soldiers, ex-police, criminals, rapists etc. It is dangerous to have these un-profiled people in our country… Believe me or not, almost 70% of South Africans don’t like these people; so this violence will spread to other parts of the country and can also destabilize the country.

Cape Town – Scores of foreigners have taken refuge at Western Cape police stations following looting and burning of township shops owned by foreigners on Sunday.

Spokesperson for provincial disaster management Daniella Ebenezer said on Monday morning that 70 foreigners had sought refuge overnight at Mbekweni police station in Paarl and 22 at Wellington.

There were smaller numbers at police stations in Franschhoek, and Langa and Harare on the Cape Flats.

They had gone to the stations "mainly because they were fearful", but in some instances following attacks on shops.

Ebenezer said there were "sporadic" attacks on shops on Saturday in the region, and "some incidents of looting" on Sunday.

No-one had been seriously injured.

She said that according to police, on Sunday, shops and containers also used as shops were "damaged" in Mbekweni, Paarl East, Wellington and Nyanga.

The province and municipalities were ready with contingency plans, she said.

Die Burger newspaper reported on Monday that shortly before midnight on Sunday, police advised foreigners, mainly Somalis, to leave the Cape Flats township of Nyanga, and escorted numbers of them out of the area.

The newspaper carried a photograph of Somali shops in flames in Philippi, also on the Cape Flats.
