Fears of xenophobic attacks after SWC


Durban - Xenophobic attacks will continue after the World Cup, the Consortium for Refugee and Migrants in South Africa (Cormsa) said on Tuesday.

"Two years ago today (Tuesday), xenophobic violence swept through South Africa... Now, a month from the opening match of the World Cup, threats are mounting of further mass xenophobic violence once the event is over," Cormsa said in a statement.

It said at least ten incidents of violence had occurred this year in areas such as Siyathemba, Atteridgeville, Mamelodi and Orange Farm.

Foreign nationals around the county were being threatened with violence by neighbours, taxi drivers and civil servants.

"Some of those making the threats believe that they have the support of senior political leaders. Taking them seriously and initiating preventative action is the only way to ensure that actual violence is avoided."

The organisation said a group of women living in central Johannesburg had received threats of violence.

"One woman went to a local clinic for her baby to be immunised and was told by the nurse to 'go back to your country. After June there will be no more foreigners in this country. You will all die'.

"Many such xenophobic threats go unreported," Cormsa said.

In baie gevalle in die Bybel is baie gevalle aangeteken presies oor die selde geaardheid dis is daar niks nuut nie, maar elke keer was dit God self wat besluit het wanneer die tyd daar is nie mense. Van daar dat ek nie met groepe kan saamstem dat die ark se deure toe is nie. Dis nie ons plek om daai besluit te neem nie.

Ons kan maar net hoop om so veel as moontlik mense reg te kry. Ons weet ook dat van die haardhoorens gaan agter bly maar kom ons is eerder hardseer oor hulle.

Following reports that a flood of violence will be unleashed on migrants and refugees after the World Cup, the National Intelligence Agency (NIA) has told the Mail & Guardian that it is monitoring the situation.

On Monday The Guardian newspaper reported that foreign migrants and refugees in South Africa have been warned to prepare for a wave of xenophobic attacks as soon as the World Cup ends. This followed a statement last week from the Consortium for Refugees and Migrants in South Africa (Cormsa), which said that violence against foreign nationals continues to be a problem, with at least 10 incidents of xenophobic violence already this year.

Cormsa's statement said many foreigners had expressed their concerns about threats of post-World Cup violence aimed at them by neighbours, colleagues, taxi drivers, passersby, nurses, social workers and police officers. "We are monitoring the situation in certain parts of the country where cases of violence against foreign nationals continue to be a cause for concern," NIA spokesperson Brian Dube told the M&G, adding that the security services believe the threat could be exaggerated.

"We want to reassure all communities that the full might of the law will be extended to those who continue to engage in these criminal activities," Dube said.
A Burundian hairdresser, who asked to be called Mariam, told the M&G about chilling advice a customer had given her. "She said, 'My friend, I feel sorry for you because after the World Cup you will be killed. So I'm going to give you some free advice. You must go home. It's not me but there are an organised few that are being prepared to do that to you. So when you get your money, keep it so you can go home.'"

Her compatriot, who calls herself Mushia, told the M&G that these threats have also been extended to South Africans who are sympathetic to refugees.

She said a Sotho friend who runs a stall at the Yeoville market was told: "We're preparing the paraffin and matches. We're coming to burn you too because when we have our meetings, you're not coming."

Cormsa representative Duncan Breen said member organisations from across the country have been reporting similar threats to refugees. He also said there are "indications of localised meetings in some areas" and allegations that "lists of names have been drawn up, including minorities".

Tara Polzer, a researcher in Wits University's forced-migration studies programme, said that she has seen little evidence of centralised planning of post-World Cup violence but "the idea is spreading on a local level; it's being discussed and legitimised by being repeated over and over again".

There has been some recognition from authorities but no significant interventions have been put in place to address the factors that sparked the 2008 attacks, Polzer said.


The key trigger then was competition for leadership positions, she said. "In some cases elected officials such as ward councillors tried to solidify their support base by inciting violence and by being seen to tap into a popular concern. Given that leadership is a key trigger, and with 2011 local government elections coming up, those forms of mobilisation could increase."

Clinical psychologist Johanna Kistner said she has heard similar stories from many of the refugees she works with in the Johannesburg inner city. They are often threatened with some kind of deadline -- "after the elections", "after Mandela dies" and now "after the World Cup" -- she said, admitting that part of it might be panic. "But it's so persistent and pervasive that we have to take it seriously," she said.

Police ministry spokesperson Zweli Mnisi said: "The minister has not been approached officially … If people have been threatened, they need to report it to the nearest police station. If they [Cormsa] have information that is legitimate, they must come and engage with us."

Foreign migrants and refugees in South Africa have been warned to prepare for a wave of xenophobic attacks as soon as the final whistle of the World Cup blows.

This week, two years after the start of the 2008 riots that left scores dead across the country, a consortium of leading migration organisations said it had received reports by foreign nationals that they were being threatened with violence after the tournament.

"These threats are coming from many different people: neighbours, colleagues, taxi drivers, passersby, but also from nurses, social workers and police officers," said Cormsa, whose members include Amnesty International, the South African Red Cross Society, and the Centre for the Study of Violence and Reconciliation . "Some of those making the threats believe that they have the support of senior political leaders," it said.

Dozens of Zimbabwean women interviewed by the Guardian in Hillbrow, downtown Johannesburg, said they were being intimidated and threatened daily by their landlords and groups of men gathering outside their homes at night.

"They say they will come after the World Cup and they will kill us," said Ethel Musonza, 32, a mother of four. "These people are serious, they are organised, they know where we live. They say they won't do anything during the World Cup because of the foreign tourists but afterwards the police will step aside and some of us will get killed."

In an informal settlement in East Rand, groups of men who claimed they took part in the "war" of 2008 have told foreign migrants and refugees to leave the country before 11 July. "We sat down and talked and said let us leave them until the World Cup is coming to our country," said one, who admitted he broke the law to "protect his country from foreigners" in 2008.

"If we fight now, maybe they will stop 2010 … after that there is no one who can come to us and say don't fight," he added.

Cormsa has urged the government to act against xenophobia to try to defuse the risk of further violence. It has asked authorities to punish officials have used the threat violence to intimidate foreign nationals.

On 12 May 2008, a series of riots started in Alexandra township, north-east Johannesburg, targeting migrants from Mozambique, Malawi and Zimbabwe. In the weeks that followed, the violence spread to other informal settlements in the Gauteng province, Durban and Cape Town, and then to the rest of the country. Sixty-two people were killed during the clashes, including 21 South Africans.

How football can keep the lid on strife

Examples from Nigeria and South Africa show that, when it comes to civil strife, football is one way of cooling tempers


It has been suggested that former Nigerian dictator Sani Abacha got away with his murderous rule for as long as he did (1993 – 1998) because it was during that time that Nigeria played in its first ever World Cup (1994), won its first African Nations Cup in 14 years (1994), and defeated Argentina to become the first African country to win the Olympic soccer gold medal (1996). According to this line of thinking, Nigerians tolerated the despot because we were hypnotised by our unbelievably good fortune on the soccer field.

Those sentiments are exaggerated of course, but they strike at the heart of a truth: that soccer is one of the few gratifying diversions in a continent known mostly for its political and economic turmoil.

You might find further evidence of this in a recent report published by the Guardian. In it Annie Kelly writes that "Foreign migrants and refugees in South Africa have been warned to prepare for a wave of xenophobic attacks as soon as the final whistle of the World Cup blows". Ethel Musonza, a Zimbabwean woman, is quoted as saying: "They say they will come after the World Cup and they will kill us. These people are serious, they are organised, they know where we live. They say they won't do anything during the World Cup because of the foreign tourists but afterwards the police will step aside and some of us will get killed."

In other words, the South Africans are putting their xenophobic impulses on hold – and have done so since the last bloody episode in 2008 – only because of the World Cup.

A short history: two years ago this month, tens of foreigners were murdered, and thousands displaced in South Africa, in a series of mindless attacks on foreigners. Most of the victims were believed to be Zimbabweans (there are – or were – an estimated three million Zimbabweans in South Africa).

Back then one young South African man told the Guardian's Chris McGreal: "It is unfortunate that people got killed. But they had to go. They do not belong here taking jobs. Let them go back to Zimbabwe and solve their own problems instead of bringing them here. We have enough problems of our own."

Africans issuing red cards to other Africans is certainly not a new, or recent, phenomenon. Twenty-five years ago, Nigeria's south-western border teemed with hundreds of thousands of Ghanaian refugees, expelled by the Nigerian government, a saga tellingly summed up by the enduring Nigerian phrase: "Ghana Must Go!" Fifteen years earlier, Ghana had drawn first blood by expelling hundreds of thousands of illegal immigrants, the bulk of whom were Nigerians, ostensibly because the foreigners were becoming a burden to the struggling Ghanaian economy.

South Africa however stands out for the bloodletting that accompanied its own xenophobia. It is indeed disheartening to note that South Africa's black people, themselves long-term victims of institutionalised oppression from a white minority, would lose all sense of empathy and visit wanton violence on other black people. But that is another story, for another day.

Seeing the good that soccer does on a continent full of frustrations and tensions, I think that now is the time to take maximum advantage of the immense goodwill that will pervade the continent as the World Cup kicks off.

One good example: someone ought to let the Super Eagles (Nigeria's national team) realise that a convincing defeat of Argentina in Johannesburg on June 12 (Nigeria has never managed a win in its 3 encounters with Argentina at national team level) will go a long way in "redeeming" a date laden with negative associations – it was on June 12, 1993 that Nigerians went to the polls to vote in presidential elections widely judged to be the least controversial in its tortured history, but which were inexplicably voided by military dictator Ibrahim Babangida.

And how about getting Fifa to realise that it wouldn't be a bad idea to make the unprecedented move of transforming this year's World Cup into a year-long fiesta, considering that might be the only way to buy "extra time" for South Africa's vulnerable immigrant population?

“Ek het gehoor hulle sê daar gaan geen immigrante in Alexandra (in Johannesburg) oor wees nie,” sê me. Elizabeth Mokoena, wat ’n welsynsorganisasie by die polisiekantoor bestuur. Sy het noodleniging gekoördineer toe xenofobiese aanvalle in 2008 hier begin en landwyd uitgebrei het.

“Daar is dieselfde atmosfeer teen immigrante as tóé,” sê sy. “Die gemeenskap is gefrustreerd. Dienslewering bestaan nie en vlugtelinge word die sondebok.”

Die Konsortium vir Vlugtelinge en Immigrante in Suid-Afrika (Cormsa) het verslae van reg oor die land gekry oor dreigemente teen immigrante. Amnestie Internasionaal, die Rooi Kruis en die Sentrum vir die Studie van Geweld en Versoening by die Universiteit van die Witwatersrand is deel van Cormsa.

Die dreigemente kom glo uit verskeie oorde – van bure, kollegas, taxibestuurders en verbygangers, maar ook van verpleegsters, maatskaplike werkers en polisiebeamptes.

“Baie van die mense wat dreig, glo hulle het die ondersteuning van senior politici,” sê Cormsa se mnr. Duncan Breen.

Mnr. Zweli Mnisi, woordvoerder van die ministerie vir polisie, het die afgelope week gesê Cormsa moes hul kommer met die polisie gedeel het sodat hulle saam oplossings kan vind.

’n Sakeman van Alexandra met ’n winkel oorkant die Madala-hostel, waar die xenofobiese geweld in 2008 begin het, is bekommerd.

“Ons mag dit (die dreigemente) nie onderskat nie,” sê hy. “In 2008 was daar soortgelyke gerugte en ons het nooit gedink iets sou daarvan kom nie. Die volgende oggend was Alex in vlamme,” sê hy.

“Hier kom ’n bloedbad,” sê mnr. Abdiwali Abdiraman van die Wes-Kaapse Somaliese Gemeenskapsraad. “Ons het die polisie gewaarsku, maar niks gebeur nie.”

Volgens hom het sommige winkeliers dreigbriewe gekry en die polisie daarvan verwittig.

Abdiraman sê twaalf Somaliërs is in drie dae in die Wes-Kaap geskiet nadat hulle gewaarsku is om die land te verlaat. Drie is dood.

“Ons is hier om te bly,” sê Abdiraman, “of dalk om te sterf.”

’n Onafhanklike rolprentregisseur, Andy Spitz, werk al twee jaar lank aan ’n dokumentêre rolprent oor xenofobie en het met talle Suid-Afrikaners hieroor gepraat.

Het jy die oorlog hier gesien (in 2008)? Dit gaan erger wees. Daar gaan kwaai oorlog wees,” sê ’n Suid-Afrikaner in ’n Oos-Randse township.

Prof. Loren Landau van Wits is veral bekommerd dat mense so openlik dreig. “Dit wys jou hulle glo hul xenofobiese standpunt is aanvaarbaar.”

Landau is mede-outeur van ’n diepte-ontleding oor die oorsaak van die 2008-aanvalle. Dié verslag is pas gepubliseer en wys dat armoede en diensleweringsprobleme dit plek-plek aangevuur het.

Landau is egter meer besorg oor die politieke spanning in aanloop tot die plaaslike regeringsverkiesings as die einde van die sokkertoernooi.

Johannesburg – There was a strong sense among migrants that xenophobic attacks would break out after the Soccer World Cup, academics warned on Thursday.

"It should be holding up a red flag for us," said Professor David Everatt, the executive director of the Gauteng City Region Observatory (GCRO).

"If the attitudes of xenophobia remain... we have a problem."

He was speaking at the release of a GCRO survey into the quality of life in Gauteng which was conducted among 6 636 residents.

GCRO senior researcher Annsilla Nyar told Sapa she believed the end of the World Cup would leave many people, who had high expectations of material benefits, disappointed.

"Life will pretty much return to normal... The World Cup will end and then we will have local government elections in a few months' time.

"It creates a heightening of tensions... and these kind of tensions can degenerate into xenophobia. It's a real recipe for disaster."

In 2008, 62 people were killed and 150 000 displaced in a wave of xenophobic attacks that started in Gauteng.

United on one issue

The GCRO survey showed that Gautengers were united on one issue - disliking foreigners.

"What do we all agree on? We hate foreigners," said Everatt.

The GCRO is a think tank that was created by the Gauteng provincial government in partnership with the universities of Johannesburg and the Witwatersrand.

Its survey showed that 69% of residents agreed or strongly agreed with the statement that "foreigners are taking benefits meant for South Africans".

Everatt said normally in such surveys people with different education levels held different views, because more educated people were often more open-minded.

But on the issue of foreigners, the majority shared the same perception.

He said 75% of people with no education and 73% of people with tertiary education agreed with the statement that foreigners were taking benefits from South Africans.

Also, 69% of people living in formal dwellings and 73% of people in informal dwellings agreed on the statement.

Perceptions

The perception was the highest amongst Coloureds (77%) and Africans (72%), followed by Indians (56%) and whites (56%).

The highest scores were in Mogale City (78%), Lesedi (73%) and Kungwini (72%).

Everatt said he had just concluded another study on xenophobia, which showed a fear among foreigners that attacks would resurface after the World Cup.

"There's a strong sense amongst migrant communities... that xenophobic attacks will break out."

He said while the Soccer World Cup was a great opportunity to unite South Africans, it also held the risk of promoting "an exclusive image that South Africa is for South Africans".

Gauteng premier Nomvula Mokonyane called on residents to be tolerant, saying this was a "province of migrants" who had helped develop its infrastructure.

"They are fighting for a space to put up a shack.... they are fighting for a space to sell tomatoes to you...

"What I never understand, is that when Orlando Pirates and Kaizer Chiefs play, we are all in favour of those foreign players but at the end of the game we are fighting about who is putting up a shack where," said Mokonyane.

Last week, in a case that has not been reported anywhere, a Somali shopkeeper was robbed and murdered in Soshanguve, Pretoria. He was easy prey, like all Somali and Pakistani and Bangladeshi shopkeepers. Like all foreigners.

The murderers came in the night. There were two Somalis in the shop. When the robbers arrived, one man ran into the storeroom at the back of the shop and locked himself in. The other tried to run out of the shop, into the community at large. They shot him five times. He died in a pool of his own blood. They killed him for a mere R3000 and cellphone airtime.

On Thursday night, in the newish F4 section of a village called New Eersterus, Hammanskraal, a Bangladeshi shopkeeper was shot and killed during a robbery. New Eersterus, where I grew up and where, just a few months ago, the police mowed down and killed an innocent Olga Kekana, is just 10km from Soshanguve.

The village is serviced by the Temba police station, 15km away. The police were not there on Thursday when the Bangladeshi shopkeeper was killed.

On Friday evening, a friend of mine who rents his shop in New Eersterus to a Bangladeshi, was fielding calls from foreigners throughout the region who were worried that, when the sun goes down, murder walks the land.

"The word is that criminals want to make cash to spend during the World Cup. This is their chance. The attacks are picking up. Things are getting worse," he said.

Foreign shopkeepers, most of them Somalis and Bangladeshis, have been murdered in their hundreds in South Africa over the past 10 years. In Eastern Cape, the Daily Dispatch has written amazing exposés about the fear in which foreigners live.

I have heard young men talk about how vulnerable the foreigners are. Because many of them are in the country illegally, they do not have the paperwork to open bank accounts, the thugs reason. That means that they have a lot of cash on the premises.

They are unarmed and the community around them is too scared to come out and help them."

The thugs attack them because they are thought to have cash and because they are foreigners.

In one Daily Dispatch exposé, the killer chillingly intimates that foreign lives are worthless; that it is OK to kill them.

Last week, the ANC in Gauteng said that more service-delivery protests are likely in the province and that there is a possibility that they will be accompanied by xenophobic attacks in the coming year.

The spokesman for the ANC in Gauteng, Dumisa Ntuli, said the party's investigations showed that there was an increasing trend of protests that might provide fertile soil for xenophobic attacks in areas beset by political infighting.

"The report says there will be more protests in the run-up to the local elections, targeting councillors and their property. This is something that worries the leadership.

"There is also a disturbing trend of protests organised by schoolchildren. We are conducting research to look into the possibility that xenophobic attacks might happen again," he said.

Ntuli is wrong on one point. Things might get worse as the local-government elections approach, but the truth is that the killing is happening now.

And it is not just about money. The killings are happening because, as we showed in that terrible winter two years ago, we are stupid and crazy and ignorant and poor and economically insecure ("they are taking our jobs") and even sexually insecure ("they are taking our women"). And we are also inhumane.

We know not what Steve Biko was talking about when he spoke about ubuntu. We have to call this spade by its name: We are xenophobic.

The examples I make above are related to crime. But we know now that it is not just crime. It is also a misguided belief that Somalian lives are worthless. And Zimbabwean lives. And Nigerian lives. And so on. It is xenophobia.

The ANC's warning last week came just a week after the SA Human Rights Commission warned of a new wave of xenophobic attacks ahead of the local-government elections next year.

This potential terror must be nipped in the bud. There have been reports that our country might be targeted by terrorists during the World Cup, starting next week. We will probably throw millions in resources into fighting that threat.

The truth, however, is that xenophobia is our own terrorism. We must stop the attacks before they overwhelm us again.

Gedurende ’n vraag-en-antwoord-sessie het Robinson op The Elders se vrees vir ’n toename in xenofobiese geweld ná die Wêreldbeker-sokkertoernooi uitgebrei. Sy het gesê sy hoop dat nuwe werksgeleenthede hierna sal ontstaan.

Die leiers is ook bekommerd dat mensehandel tydens die toernooi gaan toeneem. “Gelukkig sal so ’n groot toernooi die aandag op die probleem vestig.”

Machel het gesê: “Omdat ons ’n toename in mensehandel verwag het, het ons vroeër ’n veldtog in die verband gehou.”

Carter het gesê dit is wonderlik dat Suid-Afrika gekies is om die toernooi aan te bied.

“Ons (The Elders) het 100% vertroue dat die regering, mense en die media die vasteland (Afrika) met eer sal verteenwoordig en dat dit ’n wonderlike toernooi sal wees.”

Mnr. Kofi Annan, voormalige sekretaris-generaal van die VN, dr. Ela Bhatt, voormalige Indiese parlementslid, en oudpres. Fernando Henrique Cardoso van Brasilië, is lede wat die naweek se vergadering bygewoon het, maar weens ander verpligtinge nie gister se nuuskonferensie kon bywoon nie.

Xenophobic attacks 'unacceptable'

Cape Town - Cabinet again warned on Thursday that xenophobic attacks will not be tolerated.

Briefing the media following Cabinet's regular fortnightly meeting, government spokesperson Themba Maseko said Cabinet had re-established the inter-ministerial committee (IMC) to focus on and deal with incidents and threats of attacks on foreign nationals.

This came after reports of possible attacks on foreigners after the 2010 FIFA World Cup, he said.

The IMC would be convened by Police Minister Nathi Mthethwa, and include the ministers of home affairs, social development, state security, basic education, co-operative governance and traditional affairs, arts and culture, and international relations and co-operation.

The IMC would liaise with civil society structures to ensure that a country-wide approach was adopted to prevent violence against anyone.

"Government would like to reiterate that any attacks are totally unacceptable and will not be tolerated."

"The law enforcement agencies will not hesitate to act speedily and decisively against anyone found to incite or participate in violent acts against foreign nationals," Maseko said.

A BANGLADESHI trader who runs a spaza shop on our street was recently visited by a young man. The man told the trader that, come July 12, he and other foreign traders in Katlehong must leave the township. The trader did not know the man and was certain the man was not one of his regular customers.

On Tuesday, I overheard three local women teasing/taunting a Mozambican man. “Make sure you are packed and ready to go by July 12,” they said. “But you know some of your sisters will starve if I am expelled from here,” he answered. “We don’t care,” said the women.

It was clear the three women and the Mozambican man knew one another. Still, there was no escaping the menace that hovered over their exchange. We were in one of those trading zones carved out by the municipality to regulate trade in the township. Anyone who has visited one of these zones will know that this is where foreigners, especially traders, congregate. Here you find mechanics, shoe repairers, hairdressers, second-hand clothes merchants, metal scrap yards, taverns and restaurants specialising in “foreign” fare.

These zones bring together locals and foreigners, with South African traders living and selling cheek by jowl with their foreign counterparts. Business is keen, competition is stiff and resentments run deep. South African traders resent the fact that they are being given a run for what they see as “their” money. One often hears locals saying: “If these foreigners are so good at business, why aren’t they in their own countries, making money there? What are they doing there?”

The question stems as much from frustration with foreign competition as it does from anger at what some local traders see as condescension by both foreigners and fellow South Africans, who see xenophobia as a pathology born of ignorance and poverty.

Local traders reject suggestions that they resort to violence against foreign competitors because they are bad business people who can’t compete. Some local traders say they do not get the breaks and support from the government they deserve. It is this, they say, that gives the impression that they are hopeless business people.

I was with a relative who runs a business in the trading zone when I overheard the exchange between the three women and the Mozambican. “How serious are they?” I asked her. “Oh-ho,” she said. “They are not serious at all. These women only date foreign men and they will be the first ones to say no when the attacks start. They will be the first ones to say ‘leave our boyfriends alone’.” However, my relative said there was definitely a whispering campaign afoot. There was talk that, come July 12, foreign traders must leave the township. Why July 12?

July 12 will be the first day after the end of the World Cup. The day will mark what some see as the resumption of normalcy. By normalcy they mean a life in which government services are iffy, corruption is rampant, xenophobia reigns supreme and competition for trade is as keen as ever. July 12 will mark the restart of life as many South Africans have come to know it over the past 16 years.

Local traders in Katlehong are not the only ones who have marked July 12 on their calendars. The police and the intelligence services are reported to be aware of the date and the actions planned. They are said to be investigating the rumours of xenophobic pogroms planned for that day. I first heard the rumours in December last year and thought at the time that this was a local affair, something confined to Katlehong. It now appears that the rumours are national.

We must hope that security agencies are investigating the rumours for the right reasons. They must investigate because the rumours hint strongly at the commission of a crime. They must investigate to spare lives and property. They must not investigate simply to save President Jacob Zuma ’s administration from embarrassment. SA’s security agencies must be concerned about the rumours because they threaten the stability of the country — not because they might call into question Zuma’s populist credentials.

It might, of course, turn out that the rumours are just rumours and that, come July 12, the three women I overheard on Tuesday will decide not to attack their Mozambican boyfriends. It might also happen that, come July 12, my neighbours will stand united behind the Bangladeshi trader on our street. The man has become a local and offers convenience to people who would otherwise have to walk far to buy bread, eggs and sundry goods. That is what I hope happens come the end of the World Cup.

Naturally, rumours do not stop being important simply because they are rumours. People have been known to kill on the basis of rumours. They have been known to start wars on the basis of rumours. The rumours about July 12 are telling in at least one respect. They reveal that while the country gets ready to party, many ordinary South Africans are already looking beyond the party. It is just a pity that they are looking to the future with such venom and bitterness.

Post World Cup xenophobic attacks and farm invasions: South Africa on the brink


SOUTH AFRICAN authorities have secretely kickstarted xenophobic attacks on foreigners and they are on course to launch Zimbabwean-style violent farm invasions after the FIFA 2010 World Cup which begins on Friday, this week.

High profile target Zimbabwean rugby super star Tendai Mtawarira will not represent South Africa for the foreseeable future after the government ruled no player who does not have a South African passport can play for the Springboks amid reports that he has been marked target number one by ANC's senior politicians, particulary the party's Youth Wing.

The decision, issued in a letter from the Department of Sport and Recreation's deputy minister, Gert Oosthuizen, to the South African Rugby Union (SARU) on Friday, effectively bars the prop from playing international rugby until he can get a passport.

Zimbabwe-born Mtawarira, who has played 22 Tests for the world champions, was controversially withdrawn from a match against France last November due to his eligibility.

Commonly known as Beast, the 24-year-old is legally a resident and employed in South Africa.

He was selected to play for the Springboks having fulfilled the eligibility criteria of the International Rugby Board.

But he does not hold a passport and SARU president, Oregan Hoskins, said: "We have had extensive and robust conversations with government on this issue.

"But we respect the authority of the Ministry and have instructed our selectors in that regard."

South African Rugby Union had been assisting him in fulfilling the necessary criteria but sources in the government have indicated that pressure from the ruling party has been intensified in the last two weeks.

A secret committee made up of ANC and government security agents is coordinating the country's post FIFA 2010 World Cup cleansing activities and it is already in full swing, identifying targets, and preparing use of hit squads, sources said.

Together with xenophobic attacks, South Africa’s ruling party ANC is planning Zimbabwean style land invasions after the football World Cup.

Zimbabwe's military and Robert Mugabe's War Veterans of the liberation struggle have been ropped-in for crucial frontline back-up for the violent programme.

ANC's Youths who have been undergoing training in Zimbabwe, at the army's Staff College have completed their rigorous training and they will soon be deployed throughout the South African provinces ready to kickstart a State assisted land invasion which will be reported in the State media as spontaneous.

Controversial African National Congress Youth League (ANCYL) President, Julius Malema, has already visited Zimbabwe for a a briefing by Robert Mugabe and he had a series of meetings with Zanu PF and Zimbabwe government's security agents.

Early this year, South African Minister of Rural Development and Land Reform Gukule Nkwinti has accused white farmers of scuttling the land reform programme by frustrating government’s willing buyer willing seller policy through inflating prices.

He has warned that South Africa risks sinking into chaos as the patience of new black farmers is running thin.

Foreign migrants and refugees in South Africa have been warned to prepare for a wave of xenophobic attacks as soon as the final whistle of the World Cup blows.

Two years after the start of the 2008 riots that left scores dead across the country, a consortium of leading migration organisations has said it had received reports by foreign nationals that they were being threatened with violence after the tournament.

"These threats are coming from many different people: neighbours, colleagues, taxi drivers, passersby, but also from nurses, social workers and police officers," said Cormsa, whose members include Amnesty International, the South African Red Cross Society, and the Centre for the Study of Violence and Reconciliation . "Some of those making the threats believe that they have the support of senior political leaders," it said.

Dozens of Zimbabwean women interviewed by the Guardian in Hillbrow, downtown Johannesburg, said they were being intimidated and threatened daily by their landlords and groups of men gathering outside their homes at night.

"They say they will come after the World Cup and they will kill us," said Ethel Musonza, 32, a mother of four. "These people are serious, they are organised, they know where we live. They say they won't do anything during the World Cup because of the foreign tourists but afterwards the police will step aside and some of us will get killed."

In an informal settlement in East Rand, groups of men who claimed they took part in the "war" of 2008 have told foreign migrants and refugees to leave the country before 11 July. "We sat down and talked and said let us leave them until the World Cup is coming to our country," said one, who admitted he broke the law to "protect his country from foreigners" in 2008.

"If we fight now, maybe they will stop 2010 … after that there is no one who can come to us and say don't fight," he added.

Cormsa has urged the government to act against xenophobia to try to defuse the risk of further violence. It has asked authorities to punish officials have used the threat violence to intimidate foreign nationals.

On 12 May 2008, a series of riots started in Alexandra township, north-east Johannesburg, targeting migrants from Mozambique, Malawi and Zimbabwe. In the weeks that followed, the violence spread to other informal settlements in the Gauteng province, Durban and Cape Town, and then to the rest of the country. Sixty-two people were killed during the clashes, including 21 South Africans.

Johannesburg, South Africa - Well before dawn every day, Phinius Mawira takes a crate of oranges, apples, bananas, peanuts, and other snacks to one of the busiest street corners in the township of Diepsloot, north of Johannesburg.

Customers are happy with his service, the Zimbabwean migrant says, because most other shops in the area don’t open until well after most commuters have already left Diepsloot on minibus taxis for their jobs in Johannesburg. But some customers whisper the warning: “After the World Cup is over, you’d better run back to your country. People will come for you.”

Those are words Mr. Mawira takes quite seriously, given the xenophobic riots of 2008 that killed 67 foreign migrants who were perceived to be taking South African jobs. Some 200,000 migrants took shelter in tent city camps before the South African government shut them down, often returning the migrants to the townships that expelled them with no attempt at reconciliation.

“We are all worried about that,” says Mr. Mawira, who left Zimbabwe two years ago, after a national election failed to dislodge the long-ruling autocratic President Robert Mugabe. “Most of the people here think that we foreigners take their jobs. But this is just my business.” He stares a bit and says, “People talk about what happened in 2008, and me, I’m a Zimbabwean. I’m alone here. I’m worried.”

The government says there are no indications that a storm is brewing.

Yet there are reasons for concern. South Africa has high unemployment, despite 15 years of economic growth. The World Cup gave the country a boost, but now that all the stadiums, hotels, rail-links, and roads have been built, South Africa has likely reached a peak. After the World Cup ends July 11, there will be less need for waiters, bell-boys, and others in the service industry.

If boom leads to bust, recent history suggests that locals might take out their frustrations on migrants who appear to be prospering.

Government prepares for possible xenophobic attacks

But South African officials say there will be no return to the bad old days of 2008.

Last week, government spokesman Themba Maseko told the Monitor that South Africa would do all it could to protect its image by ensuring that no foreigner is attacked.

Mr. Maseko warned that any xenophobic attacks perpetrated against foreign nationals would not be tolerated. Maseko said Cabinet had re-established the inter-ministerial committee (IMC), which is focuses on and deals with incidents and threats of xenophobia attacks on foreign nationals.

"This came after reports of possible attacks on foreigners after the 2010 FIFA World Cup," says Maseko. "The law enforcement agencies will not hesitate to act speedily and decisively against anyone found to incite or participate in violent acts against foreign nationals."

But South African citizens, mainly from the poor black townships, argue that an attack could not be ruled out. Interviews with a number of South Africans shows a deep animosity toward foreigners in their country.

'The best is to kick them out violently'

Kabelo Gumede of Katlehong township, located some 12 miles south of Johannesburg Central Business District (CBD), says he is fed up of foreign nationals coming to South Africa to make him jobless.

"Every morning I go right round Johannesburg city looking for a job, but I can't find any because of these foreigners,” says Mr. Gumede. “The best thing is to kick them out violently."

Tiyani Tsakisi of Diepsloot, which is located 9 miles northwest of Johannesburg, says he hates foreigners for stealing South Africa's beautiful girls and women. "The problem with foreigners is that they pay huge sums of money to our girls and women resulting in them refusing to fall in love with us," Mr. Tsakisi says.

Tshidiso Mokoena of Vereeniging says foreigners bring in drugs such as cocaine, mandrax, marijuana, and commit robbery. "I have no problem living with foreigners provided they respect our elders. Now my main problem staying with our African brothers and sisters is that they impregnate our girls and dump them," says Mokeona.

Threats are real: officer

Duncan Breen, advocacy officer for the Consortium for Refugees and Migrants in South Africa (CoRMSA), says such threats are widespread, "real," and "they have to be prevented at all cost.”

The 2008 attacks were not an isolated incident, Mr. Breen says, citing at least 10 incidents of race violence that have occurred in 2010 in the Johannesburg area.

"Now, a week from the opening match of the World Cup, threats are mounting of further mass xenophobic violence once the event is over,” he says.

Xenophobic attacks against foreigners are based on “misplaced” and “primitive” stereotypes, says Marc Gbaffou, an Ivoirian national and president of African Diaspora Forum, an advocacy group.

“Prevention does not rest with ourselves," says Mr. Gbaffou. "Until the South African government engages in an education and political campaign against xenophobia, and fully deconstructs the scape-goating process when confronted to residents' frustrations, we believe the threat remains very high."

Zimbabweans feel they have no choice

Many South Africans are of the mindset that violence against foreigners will force them home, says Luke Zunga of the Global Zimbabwe Forum, which has 7 million members living in worldwide diaspora. That feeling is grossly misplaced, he argues.

"Zimbabweans are not in South Africa by choice; many never dreamed of coming to South Africa,” says Mr. Zunga. “They are forced out of their country by politics, which led to economic meltdown.”

Local township councilors are under pressure for their failure to deliver basic services such as water, electricity, and trash pickup, so they often fan the xenophobic threats as a diversion, Zunga says. "Basically xenophobia is caused by the [competition] for jobs and space, particularly in poor areas. We appeal to South Africans not to do this, but let’s work together," he says.

Mohamad Radi Gruer, an Ethiopian shopkeeper who arrived just two months ago to run a shop in Diepsloot, says he’s praying that nothing comes of the threats.

“People are telling me, ‘All foreigners will go out,’” he says, standing in a neatly arranged shop full of corn meal, oil, and other staples. He was robbed a month ago, and he knows a Somali shopkeeper who was also robbed and then shot by the perpetrators.

“If I was alone, I could just run away,” says Mr. Gruer. “But I’m married. My wife is 7 months pregnant. Maybe she gets her baby in July, during World Cup. So now, I’m just praying to God. Praying to God.” - Christian Monitor

Cape Town - Police chief Bheki Cele has reportedly accused foreigners of taking advantage of the country's rampant crime.

"We have observed a trend where foreigners commit crime - taking advantage of the fact that we have an unacceptable crime level - to tarnish our credibility and image," The Times newspaper quoted him as saying on Monday.

The World Cup has been dogged by theft, with a New Zealand television crew falling prey to robbers in host city Rustenburg at the weekend following thefts from the Greek team base and foreign journalists.

Another Brazilian was arrested on Sunday for stealing a laptop in Johannesburg, he said.

Two Zimbabweans and one Nigerian were sentenced on Friday to up to 15 years for robbing two Portuguese and one Spanish journalists last week.

A theft of some R90 000 from two Uruguay players from a Cape Town hotel room on Friday was deemed an internal incident.

Brazilian due in court

Meanwhile, a Brazilian man will appear in a Cape Town court on Tuesday over the theft of handbags from fans watching the football World Cup opening match, police said.

The 51-year-old man is suspected of stealing handbags from two South African women at a restaurant near Cape Town's new World Cup stadium in Green Point during the opening game between the host and Mexico on Friday.

A security guard stopped the man at the restaurant entrance and found him with a bag whose contents were valued at $4 200.

Three companions fled with the other bag.

"The suspect has been in the country for just over a month and stayed at a hotel in Green Point," said spokesperson Billy Jones.

He was charged with theft and appeared in court in Cape Town on Saturday where he was
remanded in custody.

We can’t ignore these threats – but we need video proof:

These threats must indeed be taken seriously because this has happened before: in the runup to the xenophobic killings whch started on a specific date in May 2008 across the entire country, well-organised, black youth gangs were also going through the townships to identify black Africans and to mark their houses. These Xhosa-speaking youths often identified the foreigners by asking them to pronounce specific words in isi-Xhosa – and if they couldn’t, they were told to ‘get out or we will kill you.’

The problem with the media reports from South Africa is that while some of the facts are mentioned – these are always overwhelmed by the ANC-propaganda. The propagandists will say that ‘South Africa still needs to emancipate itself from tribalism’. There was however an overwhelming body of evidence that these xenophobic attacks were well organised by high-level ANC-officials… and while people were being ‘arrested’ in front of the news media - they also were released into their communities almost at once.

IDENTICAL HATE-SPEECH PATTERN AS WAS ALSO SEEN IN 2008 BEFORE THE XENOPHOBIC OUTBREAK:

Over the past two months, the same hate-speech pattern which was seen developing before the xenophobic attacks were launched in May 2008, is also being reported in South Africa. This time it targets two minority groups: the black foreigners and the country’s 3-million Afrikaners. I started logging these warnings received by Afrikaners from their black workers since May 2010 – and the pattern is still spreading steadily. I have started a map – based on the SA Police Service map showing the areas where most of the armed attacks against families inside their homes took place in 2008/9. Based on the comments contained in the threats to Afrikaner families, one can presume that the same areas where the ‘whites’ are still predominant, will be targetted. It’s not too late: it can still be stopped.

However one Afrikaner man who lives in Strand reports that their Zimbabwean maid reported about a meeting was held in the local squatter camp over the weekend where the issue was discussed. Some workers said they would refuse to participate in the planned attacks, and the meeting ended in a fight.

It is important to know that I am unable to verify these reports with any proof in the form of video-interviews with the black workers who sounded the verbal warnings. Yet there are so many varieties flooding into my inbox since May, that they can’t be ignored either. I have received two tape-recordings where black maids told of these threats – but I need the video evidence.

[I got some intel from a friend of mine with a lot of security connections. He too is saying that the attacks to be staged in July are on BLACKS ONLY - not whites. But one can ask the question as to whether the informants would hide details of attacks on whites even from him - which is possible.

What is most interesting in his report below is mention of "PAID AGENTS".

All leaders in the world face a serious problem. What if you want to convey a message to your masses but you don't want it blared out over the radio and in newspapers? Well, for most Governments there is no way to do this. But over decades in Africa blacks have solved this problem. THEY USE RUMOUR as a way of spreading important concepts and ideas to the masses. They spread it among township residents. The blacks talk a lot and they pump out these rumours and it spreads among the blacks. This is how they influence them.

Most blacks can tell when these are covert instructions or "suggestions" from their Govt on what to do. This is how Malema operated by inciting blacks to kill whites. This is an old game.

Now when you see a single idea spreading massively across the country and its not moving by radio or TV, but is being spread by word of mouth... then someone is behind it.

The ANC has the money and the means to make this happen. So take special note of my friend's comment below. How is it that this idea is now spread among 40-45 million blacks? How did it get to all the taxi ranks that transports tens of millions of them? Someone must have been launching this for quite some time and that indicates that there is a mechanism behind all these rumours.

It might have taken them weeks, or even months to spread this idea and to link it to a certain date/event so that everyone can be co-ordinated. (Its a clever idea). But it also means once the idea is planted, unless President Zuma himself gets on TV and calls the plan off in public - the plan can't now be stopped.

The majority of the idea seems to revolve around attacking foreign blacks. However, I think there is still a troubling element that white farms might be seized. That bothers me. The scale might be small. They might seize a dozen farms - or a few dozen at the most out of thousands - but even so.

There is definitely something up here.

Take very special note of mention of PAID AGENTS being behind this. This is definitely a high-level orchestrated OFFENSIVE. Even if the ANC Youth League is responsible, it can only be happening with the full knowledge AND SIGNOFF OF PRESIDENT ZUMA and the ANC itself. No question about that. Jan]

Sooooooo, nothing yet from my intell guy but reliable sources from my black friends report a lot of chatter about upcoming zenophobic attacks on black Zimbo's (Zimbabweans) and other Kweri-Kweri (foreign blacks) after the World cup ends. Far as I'm advised its mostly talk on trains and black taxi's but its reportedly far too prevalent to be just skinder (gossip). Some think its actually being actively promoted by paid agents.

Xenophobic attacks may start again from July 12 2010 – and also against ‘whites’ this time:

Summary: The xenophobic attacks in South Africa against black foreign Africans lasted 11 days in May 2008. The attacks rapidly spread to 138 different townships countrywide. Sixty-one people were murdered – many torched to death. Twenty-one of those victims were South African citizens. About 100,000 people were (conservatively estimated) chased from their homes. Up to 30,000 shops of foreign traders in townships were looted. Minority groups were the preferred targets of choice because they are vulnerable and not usually able to defend themselves. The main perpetrators of xenophobia were young black South African males, often AIDS-infected and due to the dementia caused by AIDS, quickly incited to suicidal violence.


South African resident Shaba Kolokoto warns: “I have visited the Alexandra, Diepsloot, Olievenhoutbosch and other informal settlements…. and you can smell the hatred… in Diepsloot the attacks may start the day Bafana crashes out of the World Cup…

This following warning was placed on Facebook on June 14, 2010, by a man named Shaba Kolokoto – who issued an urgent wearning to ‘do your bit to stop this ugly phenomenon from happening’. He writes: “Deep in the hearts of some people of South Africa, anger is fermenting and hatred of fellow man has reached boiling point. Xenophobia is here! It is rearing its ugly face once again. Intelligence has it that xenophobic attacks are scheduled for the 13th of July 2010 in Alexandra, Diepsloot, Olievenhoutbosch and other informal settlements. I have validated the information by visiting these areas and I must say, you can smell the hatred. In Diepsloot, the attacks may start the day Bafana Bafana crashes out of the World Cup.” :

Threats against foreigners, whites soar
After South African team’s second loss in WC2010, the Facebook pages are awash with calls to ‘kill all foreigners..’ including threats to kill Bafana’s white coach Pereira.

Adriana Stuijt – a.j.stuijt@knid.nl - More than 3,150 emails were received by us since May 2010 - with warnings from many black workers warning their employers that threats are received while the workers are travelling on taxis and trains of organised plans of an ethnic cleansing campaign which will start from about July 12 – but thus far these are just rumours -- we need video proof.

One bullet – one white infant

One shocking facebook comment by Ncebo Sodo (picture below) - a young Port Elizabeth man who said he worked at Safmarine, and was recently recorded: he coined the slogan “ One Bullet – One White Infant”. Even if all of this hatespeech and xenophobia-threats are mere ‘venting’ – it would be irresponsible not to report them.

As mentioned above, similar threats have also been uttered against foreign blacks in South Africa over the past few months – prompting the ANC-regime to set up a committee to try and counteract this. By June 21 2010 the many hundreds of hatespeech messages being posted by black South African Facebook members also provide considerable proof that unless they are all just ‘venting’ -- there are widespread plans for a massive ethnic-cleansing campaign – and that the foreign tourists are also included in these plans. Before the previous 2008 ‘xenophobic attacks’ gangs of South African youths also ‘jack-rolled’ through the townships demanding to hear people pronounce specific xhosa-words to establish whether they were ‘foreigners’ or not – and then warning the ‘foreigners’ to get out of the country by a specific date. And Witwatersrand student, Sanele Nene, right, wrote: “It is time to start our xenophobic attacks on every foreigner in this country, the world cup is over for us so they must voertsek…’

He adds: “Yes it is the time that all South Africans have been waiting for. It’s time to start our xenophobic attacks on every foreigner in this country, the world cup is over four us so they must voertsek*, no more friendly South Africa, it’s time four us to show them what Mzansi is really good at… Abahambe bonke..’ Solomzi Marawu agreed, writing “That’s true they must get out for sure.’’

Many others, such as Ms Khavi Mavodze also write: “… foreigners leave our country (…) be warned, xenophobia is our first name…’

One person calling himself Joshua Irwin writes: “let the xenophobia commence, bloody agents Uruguayans, I am gonna set Malema on your asses.’

Khavi Mavodze writes (second picture below) : “The World (cup) is over please foreigners leave our country and take your brother Perreira along, we don’t care even if his bank account is loaded with South African money, as for you ref, be warned, xenophobia is our first name…’ Percy Masete agrees, writing: ‘if we don’t make it to the next round, all the foreigners must go…’

Allot Baloyi writes below: “tomorrow we start the xenophobic attacks. Ja-nee my boys lost ‘crying’. I’m still proudly SA”. We are going to steal the cup it ain’t leaving this country ‘evil grin’. Fana Lebotha III writes: “Steal it! It is here. Fk Bafana Bafana. Every tourist owes me.’

Tshofolelo Busta Mokgobi writes: “… I think we can start the xenophobic attacks now, instead of after the world cup. ‘

Tebogo Kingsley Nterejane writes below: “If we lose a second time I say xenophobic attacks all these people must voertsek before sunrise..’

Gobizizwe Shange writes below that he’s at a construction site with Zimbabweans and ‘they are worried about xenophobic attacks on 12 July, since South Africa lost last night, say South Africans will take out their anger on them’.

‘July 12 we will kill all the whites...' Afrikaners, black workers warned…

By Adriana Stuijt. a.j.stuijt@knid.nl Over the past two months, I have received over 3,150 emails from people countrywide about warnings their black workers receive on taxis, trains and in the streets. These workers are reportedly warned that from a specific date – July 12 in Gauteng and the Western Cape; July 14 in Limpopo – an ethnic-cleansing campaign will be launched which will target all their white employers. These threats also include warnings to the workers that unless they also participate in the slaughter, the workers also will be killed in revenge.

Black foreigners targetted - again:

Similar threats have also been uttered against foreign blacks in South Africa over the past few months – prompting the ANC-regime to set up a committee to try and counteract this. The SA Human Rights Commission has also mentioned these threats. http://www.somaliassociation.org/news/node/366

We can’t ignore these threats – but we need video proof:
These threats must indeed be taken seriously because this has happened before: in the runup to the xenophobic killings whch started on a specific date in May 2008 in 135 locations across the entire country in an eleven-day period of untrammeled violence, well-organised, black youth gangs were also going through the townships to identify black Africans and to mark their houses. These Xhosa-speaking youths often identified the foreigners by asking them to pronounce specific words in isi-Xhosa – and if they couldn’t, they were told to ‘get out or we will kill you.’

The problem with the media reports from South Africa is that while some of the facts are mentioned – these are always overwhelmed by the ANC-propaganda. The propagandists will say that ‘South Africa still needs to emancipate itself from tribalism’. There was however an overwhelming body of evidence that these xenophobic attacks were well organised by high-level ANC-officials… and while people were being ‘arrested’ in front of the news media - they also were released into their communities almost at once.

IDENTICAL HATE-SPEECH PATTERN AS WAS ALSO SEEN IN 2008 BEFORE THE XENOPHOBIC OUTBREAK:

Over the past two months, the same hate-speech pattern which was seen developing before the xenophobic attacks were launched in May 2008, is also being reported in South Africa. This time it targets two minority groups: the black foreigners and the country’s 3-million Afrikaners. I started logging these warnings received by Afrikaners from their black workers since May 2010 – and the pattern is still spreading steadily. I have started a map – based on the SA Police Service map showing the areas where most of the armed attacks against families inside their homes took place in 2008/9. Based on the comments contained in the threats to Afrikaner families, one can presume that the same areas where the ‘whites’ are still predominant, will be targetted. It’s not too late: it can still be stopped.

One Afrikaner man who lives in Strand reported that their Zimbabwean maid reported about a meeting was held in the local squatter camp over the weekend where the issue was discussed. Some workers said they would refuse to participate in the planned attacks, and the meeting ended in a fight.
It is important to know that I am unable to verify these reports with any proof in the form of video-interviews with the black workers who sounded the verbal warnings. Yet there are so many varieties flooding into my inbox since May, that they can’t be ignored either. I have received two tape-recordings where black maids told of these threats – but I need the video evidence.

PLEASE RECORD THOSE VERBAL THREATS ON YOUR CELLPHONES

I am therefore asking members of Censorbugbear-Reports to please start recording these threats received from their black workers on their cellphones and send me the evidence. I will place them on this page. To protect their identity they can be filmed from behind… but we need to hear and see the proof. It’s also important to find out the names of the organisations which are organising these meetings and uttering these threats – so that legal action can be taken against them, as was done with Julius Malema and his hatespeech-threat “Shoot the Boers’...

Stanton also recently wrote to Solidarity trade union in South Africa, stating that they were considering moving the threat against the Boers up a level, to level 6 (preparation) which is the final level just before all-out high-level genocidal attacks most people generally believe to be 'genocide'.

Stanton wrote that if Julius Malema remained president of the ANC-youth league and continued to chant the genocidal hate-speech chant "Shoot the Boer, they are all rapists', as he has been allowed to do for the past year, Genocide Watch would indicate the ANC-youth league as a genocidal group which was planning to carry out genocidal-attacks against the Boers. UNPO statement: "Afrikaners in general, and the Afrikaner farmers in particular, are the target of ethnic violence. The South African murder rate is extremely high at 48 murders per 100,000 of the population, compared to 2 murders per 100,000 in Europe, for example. If Afrikaner farmers are taken as a statistical population, the murder rate is 287 per 100,000. Zimbabweans living and working in South Africa have been returning home in droves for fear of xenophobic attacks breaking out after the World Cup.

The assistant regional immigration manager at the Beitbridge border post, Charles Gwede, said there had been an increase in the volume of people going back to Zimbabwe.

"Last week on Saturday we had about 7632 people travelling back home while only about 3000 crossed to South Africa," he said.

But it has been much higher than that.

"We had about 18000 travellers returning at some stage during the start of the World Cup," he said.

Zimbabweans were among the victims of xenophobic attacks in 2008. They were accused of taking jobs and women from South Africans. Many went home but returned when South Africa scrapped its visa requirements.

But before the World Cup kicked off on June 10, there had already been talk of a new spate of attacks on foreigners.

Leon Ndlovu has been working in South Africa since 1990 but he decided to return to Zimbabwe.

"I went there in 1990 and worked as a gardener in Sandton and other surrounding areas before I became a security guard.

"I survived the xenophobic attacks in 2008 because most people thought I was South African.

"This time I am not prepared to face such a situation because it is known that my wife is from Zimbabwe and I don't want us to be victimised.

"I am back home and I will only go to South Africa as a cross-border trader," he said.

Cross-border traders, who transport food and other basics from South Africa to Zimbabwe, say business has suddenly picked up because Zimbabweans were sending many of their things home.

Mduduzi Ngwenya, of Mtshana Transporters based in Hillbrow, said: "People were sending clothes and food regularly but, since the World Cup, I have increased my trips to South Africa from two to three per week.

"I usually do so in December but now people are sending property such as televisions, wardrobes, sofas and stoves."

Ngwenya said Bafana Bafana's disastrous loss to Uruguay might fuel anger directed at foreigners.

"South Africans are passionate about their football but the loss against Uruguay can set the ball rolling for foreigners to get beaten up," he said.

But Zimbabwe's minister of foreign affairs, Simbarashe Mumbengegwi, does not believe there will be any new xenophobic attacks.

"I think the South African government has instruments in place to curb such inhuman acts. I do not see xenophobia coming back," he said.

South Africa has also taken the possibility of xenophobia breaking out seriously. The South African government spokesperson, Themba Maseko, has been quoted as saying that the South African government will not tolerate xenophobia. (Sunday Times)

Volgens die koerant word volskaalse aanvalle en gewelddadige plaasbesettings beplan net ná die Sokkertoernooi. Zimbabwiese 'oo...rlogsveterane' en weermaglede word glo ingespan om die ANC te help en leiding te verskaf met 'n voorlinie-aanval. 'n Geheime komitee bestaande uit ANC- en regeringsagente is reeds bedrywig met die identifisering van teikens en die gebruik van aanvalsgroepe, sogenaamde "hit squads". ANC-Jeugligalede het pas hul intense opleiding aan 'n Zimbabwiese militêre kollege voltooi en word in alle provinsies in Suid-Afrika ontplooi vir fyn-beplande en gewelddadige xenofobiese aanvalle, grondroof en plaasbesettings wat glo deur die media as "spontane uitbarstings" beskryf sal word. Die koerant berig ook dat Tendai Mtawarira, die rugbyster, nie meer vir Suid-Afrika sal speel nie aangesien hy nie 'n Suid-Afrikaanse burger is nie. Hy is blykbaar een van die manne wat deur die Jeugliga "gemerk" is. In 'n plakkerskamp aan die Oosrand, sê aanvallers wat in 2008 aan die geweld teen buitelanders deelgeneem het, dat vlugtelinge en immigrante teen 11 Julie weg moet wees

5. ANC militante groep wat vir opleiding was na Zim keer middel Julie terug vir grondvergrype in SA
6. Verskeie swartmense het hul kinders reeds na platteland en tuislande geneem
7. Bevestiging is ontvang vanaf 'n parlementslid dat daar na die sokker 'n donker tyd vir blankes in SA wag
8. Daar is al meer as 3100 soortgelyke berigte hiervan ontvang en e-posse gestuur na Adriana Stuit

Verder het 'n swart man sy wit kollega meegedeel om indienmoontlik vir twee weke vanaf 11 Julie te gaan kuier, en uit Gauteng te bly, want dit gaan rof raak.
