Instability in the public service has reached an ugly apex, with the axed communications director-general Mamodupi Mohlala's fight with Minister Siphiwe Nyanda turning nasty, while Director-General in the Presidency Vusi Mavimbela has been pushed aside pending a decision on his future.

The Sunday Independent understands that Mavimbela will not be part of President Jacob Zuma's state visit to Russia early next month, although he was initially meant to be part of the delegation.

"The discussions between (Mavimbela) and me are confidential... And I think we should end the matter there," Zuma said.

Last month the Presidency admitted that Zuma and Performance Monitoring and Evaluation Minister Collins Chabane were in discussions with Mavimbela about his future role after a breakdown of the relationship between the president and his director-general.

The Sunday Independent reported last week that Mavimbela may end up taking a diplomatic posting.

Mavimbela refused to comment about his absence from the Lekgotla. "I have nothing else to say. I can't say more than what President (said)," said Mavimbela.

Meanwhile, Mohlala is seeking legal advice on whether to contest her dismissal on Friday. In a letter to Nyanda she denied that there was a breakdown in the trust and confidence in the relationship.

Mohlala's attorneys wrote to the to the department on Thursday after a phone conversation with a senior official requesting that Mohlala be furnished with a written settlement proposal she could consider. Instead of this, she was summarily dismissed on Friday.

Communications Ministry spokesman Tiyani Rikhotso told The Sunday Independent that Mohlala's contract had been terminated.

The axing of the director-general came nearly two weeks after Nyanda denied as "false, spurious and malicious" reports that he had suspended Mohlala, and that Harold Wesso was appointed as acting director-general for two days.

Nyanda wrote to Mohlala on Tuesday informing her that he intended to have her "term of office re-determined" because of a breakdown of trust and confidence between the two.

Responding to a letter she had written him on July 12, Nyanda pointed out that their relationship was "severely hampered" by incompatibility, which made the proper and efficient administration of the department impossible.

In the letter Nyanda listed 10 incidents that had led to the breakdown in trust, questioning Mohlala's management style, accusing her of acting unilaterally and of not following proper grievance procedures.

Nyanda referred to Mohlala's July 12 letter in which she stated that when she was appointed to her post certain powers were delegated to her and that when these were removed by the minister it was only fair that it be done in consultation with her.
